Status: passed for initial public-safe drafting
- Exact public source revisions recorded.

- Statement ledger completed before CRD drafting.
- Source roles and evidence maturity remain distinct.
- Each candidate and proposed combined element received an individual MLE test.
- Rule establishment and rule application were split after both passed independently.
- Communication effects remain owned by their triggering capabilities.
- Architecture alignment, adoption, realization evidence, and availability are separate.

- No test, deployment, production, or availability claim was invented.
- Private source names, commits, paths, excerpts, links, and code findings are absent from public files.
Result
The pilot produced eight draft Capability MLEs. They are reusable hypotheses supported by public historical design and current PIOS alignment; no public operational realization is yet confirmed. Restricted evidence affects the internal assessment but does not serve as undisclosed public proof.
Phase 2 may proceed by bounded domain tranche without requesting approval for each ordinary draft.
The same checks were applied to Phase 2 tranches A1 and A2 before inventory registration. App/view groupings and database composition patterns were not promoted to Capability MLEs.
